Lesson No.5. SPIRITUAL OVERSIGHT.
(a) BISHOPS AND ELDERS.
1 Timothy 3:1‑7, Titus 1:5 ‑ 16, 2 v 2
**
1.SELECTION AND QUALIFICATION .
Every local gathering is independent and self‑governing, filling a vital role in showing forth Christ by personal and corporate witness. A summary has already been given of general conditions among Members, but a special section is now devoted to LEADERSHIP by "bishops" or "elders"
(a) TERMS "Bishops" or "Elders", ""Pastors (Shepherds)" seem to be synonymous .
ACT 20:17 NIV From Miletus, Paul sent to Ephesus for the elders of the church.
ACT 20:28 NIV Keep watch over yourselves and all the flock of which the Holy Spirit has made you overseers (Bishops = (Gk) episkopoi = overseers) . Be shepherds of the church of God, which he bought with his own blood. "
ELDERS had MATURITY EXPRESSED IN OVERSEEING the work.
1TI 3:1 NIV Here is a trustworthy saying: If anyone sets his heart on being an overseer, he desires a noble task.
(b) A TASK TO BE SOUGHT
It is "a trustworthy saying" that a man should seek Overseeing (There is no Greek word here for "office") AS A LEGITIMATE ASPIRATION. IT IS A NOBLE WORK FOR GOD, INVOLVING REALLY HARD TOIL
(c) TEAM OF LEADERS
Every LOCAL CHURCH HAD A GROUP of Elders. Notice the plural use in the General Epistle of James when anybody falls sick :
JAM 5:14 NIV Is any one of you sick? He should call the elders of the church to pray over him and anoint him with oil in the name of the Lord.
(d) TAKEN ON BY APOSTLES
These Elders seem to have been appointed BY THE APOSTLES.
ACT 14:23 NIV Paul and Barnabas appointed elders for them in each church and, with prayer and fasting, committed them to the Lord, in whom they had put their trust.
Sometimes they were appointed by Apostolic representatives where they lacked time.
TIT 1:5 NIV The reason I left you in Crete was that you might straighten out what was left unfinished and appoint elders in every town, as I directed you.
THE ACTUAL CHOICE WAS PRIMARILY A WORK DONE BY THE HOLY SPIRIT, after fasting and prayer.
ACT 20:28 NIV Keep watch over yourselves and all the flock of which the Holy Spirit has made you overseers.
(i) PUTTING IN OF STRANGERS from a Bible College is not envisaged.
Elders were chosen in each locality by the Apostles, under the guidance of the Spirit, either from local people or their own Apostolic Band (cf Titus and Timothy) The mobile ministry of the Apostles would then move forward, once the Church was settled. There is no idea of a MOBILE PASTOR moved round from Church to Church, but of the Pastor as part of a general team which covered the whole church.
EPH 4:11 NIV It was he who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers,
The "Elder" or "Shepherd" had LOCAL RESPONSIBILITIES, in a local area. cf EPHESUS;.
ACT 20:28 NIV Keep watch over yourselves and all the flock of which the Holy Spirit has made you overseers.
(ii) PASTORING MEANT A PERSONAL DEALING WITH PEOPLE
Paul and Barnabas had travelled and worked at Antioch (Acts 12) from Jerusalem, but they stayed at the Church there for some time, and then used it as an Apostolic base (Acts 13) where Antioch continued under the care of local Elders. Real oversight was necessary training for every travelling ministry, so that even Peter was given this role originally by Christ (John 21) so that he could experience the problems of follow‑up and advise local Pastors.
1PE 5:1 NIV To the elders among you, I appeal as a fellow elder, a witness of Christ's sufferings and one who also will share in the glory to be revealed:2 Be shepherds of God's flock that is under your care, serving as overseers‑‑not because you must, but because you are willing, as God wants you to be; not greedy for money, but eager to serve; ("Pastor" = Gk "Poimene" = Shepherd)
Because of SETTLED SALARY, danger of relying too heavily on money and LOSING SERVICE AS MAIN MOTIVE.
(iii) PICTURE OF CHRIST LAYING DOWN HIS LIFE FOR THE SHEEP provides ideal Shepherd
"Pastor" is not an OFFICE, but a WORK FOR GOD in minding the flock, and may indeed, mean that the Pastor has to lay down his life for the Sheep. It is used in this sense of Christ, the Good Shepherd.
MAT 26:31 NIV Then Jesus told them, "This very night you will all fall away on account of me, for it is written: "'I will strike the shepherd, and the sheep of the flock will be scattered.'
JOH 10:11 NIV "I am the good shepherd. The good shepherd lays down his life for the sheep.
HEB 13:20 NIV May the God of peace, who through the blood of the eternal covenant brought back from the dead our Lord Jesus, that great Shepherd of the sheep,
CHRIST ACTED AS SHEPHERD TO ALL OF ISRAEL AND GOD'S PEOPLE
1PE 2:25 NIV For you were like sheep going astray, but now you have returned to the Shepherd and Overseer of your souls.
(e) TESTED AND QUALIFIED by the guidelines in these Epistles:
1 Timothy 3:2
The synagogue was governed by presbyters, "elders" (Acts 4:8; 24:1), called also bishops or overseers. Three among them presided as "rulers of the synagogue," answering to modern "bishops" (Lightfoot, 'Horae'); one among them took the lead. Ambrose (in 'Amularius de Officiis,' ii. 13, and Bingham, 'Eccles. Antiq.,' ii. 11) says, 'Those now called bishops were originally called apostles.
But those who ruled the Church after the death of the apostles had not the testimony of miracles, and were in many respects inferior. Therefore, they thought that it was not decent to assume the name of apostles; but dividing the names, they left to presbyters that name, and they themselves were called bishops.' In the second century no one of the lower order was termed "bishop." In the New Testament there are traces of a superintending president-first an apostle, then an apostolic delegate, as Timothy and Titus, then an angel. "Presbyter" expresses the rank; "bishop," the office or duties. Timothy exercised the power at Ephesus which bishops recently exercised. The rule of angel-bishops over dioceses is simply an apostolic precedent, like the love-feasts, and kiss of charity, not divinely and lastingly obligatory. It binds congregations together, instead of being disconnected. When made an absolute law, it tends to spiritual despotism. The authority of a presiding pastor, the consent of presbytery, and that of the people, all combining, is the nearest approach to apostolic usage. Even where there was a real succession of divine origination, as the Aaronic priesthood, there was no infallibility. For if the disciples had submitted to the visible priesthood, they would have rejected Jesus.

(i) MEN BLAMELESS, and beyond reproach.
TIT 1:7 NIV Since an overseer is entrusted with God's work, he must be blameless‑‑not overbearing, not quick‑tempered, not given to drunkenness, not violent, not pursuing dishonest gain.
There must ne no hint of accusation against him
1TI 3:2 NIV Now the overseer must be above reproach

1 Timothy 3:2 “Husband of one wife”
If translators follow this final option "faithful to his one wife," then they should put the other main option "have only one wife" in a footnote.

1 Timothy 3:2
Compare 1 Timothy 3:12; Titus 1:6. Is the injunction aimed:
(a) at immoralities respecting marriage-concubinage, etc., or
(b) at polygamy, or
(c) at remarriage after death or divorce?
The last is probably meant. The Pauline view is modified in detail by the writer of the Pastorals. Paul, while asserting that marriage is right and honorable, regards celibacy as the higher state (1 Corinthians 7:1,7,26,34,37-38). In this the Pastoral writer does not follow him (see 1 Timothy 2:15; 3:4,12; 4:3; 5:10,14). The motive for marriage, namely, protection against incontinency, which is adduced by Paul in 1 Corinthians 7:2,9, is given in 1 Timothy 5:11-14. As in Paul, the married state is honorable, for bishops, deacons, and presbyters (elders) are married (1 Timothy 3:2,12; Titus 1:6), and the honor of childbearing conferred upon the mother our Lord is reflected in the Christian woman of later times (1 Timothy 2:15). While Paul advises against second marriages (1 Corinthians 7:8-9,27,39-40), in the Pastorals emphasis is laid only on the remarriage of church officers and church widows.
In the Pastorals we see a reflection of the conditions of the earlier post-apostolic age, when a non-Pauline asceticism was showing itself (see 1 Timothy 4:3-4,8; Titus 1:15). The opposition to second marriage became very strong in the latter part of the second century. It was elevated into an article of faith by the Montanists, and was emphasised by Tertullian, and by Athenagoras, who called second marriage "a specious adultery" euprepees moicheia (NT:3430).
(NOTE: The reference to second marriages here is held by Holtzmann, Ellicott, von Soden, Wace, and Pfieiderer. Huther and Farrar take it as simply opposed to an immoral life, especially concubinage.TIT 1:6 NIV An elder must be blameless, the husband of but one wife1 Timothy 3:2. (iii) MODERATION IN CHARACTER
He must be free from excitability and credulity, with self‑control evident in his life. (Titus 1:7 "not quick‑tempered")
There must be no hint of anger, self‑will, brawling or striking or contention.
TIT 2:2 NIV Teach the older men to be temperate, worthy of respect, self‑controlled, and sound in faith, in love and in endurance.
He must also be free from LOVE OF MONEY
1PE 5:1 NIV To the elders among you, I appeal as a fellow elder, a witness of Christ's sufferings and one who also will share in the glory to be revealed:2 Be shepherds of God's flock that is under your care, serving as overseers‑‑not because you must, but because you are willing, as God wants you to be; not greedy for money, but eager to serve;
THERE SHOULD BE A SWEET REASONABLENESS about their whole conduct
2TI 2:24 NIV And the Lord's servant must not quarrel; instead, he must be kind to everyone, able to teach, not resentful.
(iv) MAKING TRAVELLERS WELCOME.
Hospitality should be shown to travelling Christians.
TIT 1:8 NIV Rather he must be hospitable, one who loves what is good, who is self‑controlled, upright, holy and disciplined.
(v) MASTER OF THE WORD AND ABLE TO TEACH IT
TIT 1:9 NIV He must hold firmly to the trustworthy message as it has been taught, so that he can encourage others by sound doctrine and refute those who oppose it.
He should be faithful to Apostolic doctrine, so that he can built up the group and deal with opponents, especially with the advent of FALSE TEACHERS.
TIT 1:10 NIV For there are many rebellious people, mere talkers and deceivers, especially those of the circumcision group.
THE OFFICIAL GROUP TEACHERS should be recognised as some were going round home meetings to subvert them and make easy money.
TIT 1:11 NIV They must be silenced, because they are ruining whole households by teaching things they ought not to teach‑‑and that for the sake of dishonest gain.
Such meetings found a ready audience in CRETE, which was notorious for its lies and gluttony.
TIT 1:12 NIV Even one of their own prophets has said, "Cretans are always liars, evil brutes, lazy gluttons."
THESE FALSE TEACHERS needed to be given a sharp rebuke which DEMANDED REAL COURAGE.
TIT 1:13 NIV Therefore, rebuke them sharply, so that they will be sound in the faith
JEWISH FABLES AND RITUAL ADDITIONS were especially to be avoided, as they were unhealthy and the indwelling Spirit is easily choked by external "religion"
TIT 1:14 NIV and will pay no attention to Jewish myths or to the commands of those who reject the truth.15 To the pure, all things are pure, but to those who are corrupted and do not believe, nothing is pure. In fact, both their minds and consciences are corrupted.
ALL THINGS ARE PURE for the use of the pure, who are MORALLY RIGHTEOUS.(Romans chap 14)
MAT 15:11 NIV What goes into a man's mouth does not make him 'unclean,' but what comes out of his mouth, that is what makes him 'unclean.' "
LUK 11:41 NIV But give what is inside the dish to the poor, and everything will be clean for you.
1TI 4:4 NIV For everything God created is good, and nothing is to be rejected if it is received with thanksgiving,
MORAL IMPURITY QUICKLY DEBASES even the GOOD THINGS OF GOD, and this usually springs from unhealthy teaching by false teachers.
TIT 1:16 NIV They claim to know God, but by their actions they deny him. They are detestable, disobedient and unfit for doing anything good.
THE TEST IS; "ARE THEY DOING ANY GOOD WORK
(vi) MANAGE OWN HOUSEHOLD WELL
TIT 1:6 NIV ... a man whose children believe and are not open to the charge of being wild and disobedient.
1TI 5:17 NIV The elders who direct the affairs of the church well are worthy of double honour, especially those whose work is preaching and teaching.
THIS IS ESPECIALLY IMPORTANT WHERE THE MEETING IS HELD IN HIS OWN HOUSE.
ROM 12:8 NIV if it is encouraging, let him encourage; if it is contributing to the needs of others, let him give generously; if it is leadership, let him govern diligently; if it is showing mercy, let him do it cheerfully.
HIS OVERSIGHT OF THE FAMILY SHOWS HIS FITNESS FOR CARING FOR THE FAMILY LIFE OF THE ASSEMBLY.
(vii) MATURE BELIEVER.
1TI 3:6 NIV He must not be a recent convert, or he may become conceited and fall under the same judgement as the devil.
Novices must be avoided as they fall into the sin of PRIDE and are trapped by the Devil, who fell for that SAME SIN from Heaven
EZE 28:17 NIV Your heart became proud on account of your beauty, and you corrupted your wisdom because of your splendour. So I threw you to the earth; I made a spectacle of you before kings.
(viii) MEETING WITH RESPECT FROM WORLDLY PEOPLE
1TI 3:7 NIV He must also have a good reputation with outsiders, so that he will not fall into disgrace and into the devil's trap.
Worldly people must respect the Elder, although they do not agree with him, lest he be scorned and sneered at for known sin.
The Devil would soon then be able to snare him, leading him easily from one sin to the next.
2TI 2:26 NIV and that they will come to their senses and escape from the trap of the devil, who has taken them captive to do his will.
ix) MESSAGE OF A FAMILY GROUP
This set of qualifications for a "spiritual father" amounts to a family picture, where good oversight WITNESSES TO THE WORLD and CREATES A SPIRITUAL HOME for new converts.
Refusing to be a partaker in other men's sins
Refusing to be a partaker in other men's sins: -- Joseph Sturge, the Christian philanthropist, remonstrating one day with a drunken man whom he met, was startled by his reply that he had got drunk at a public-house, adding, "The beer was made from your barley." His mind was at once made up, and the next Mark Lane Express announced that under no circumstances would the Messrs. Sturge supply barley for malting purposes. This conscientious decision struck off £8,000 a year from their income.

2. SUPPORT AND TREATMENT. 1 Timothy 5:17 ‑ 25.
(a) SUPPORT
1TI 5:17 NIV The elders who direct the affairs of the church well are worthy of double honour, especially those whose work is preaching and teaching.
This does not stress the DOMINATION ("HONOUR") of the Elder, but says that those who do the job well (Gk."kalos" comes first in sentence to emphasise it!) should have SPECIAL REMUNERATION ("honour" = salary = honorarium) especially if they work hard AT TEACHING AND PREACHING, spending time on thoughtful meditation on the Word
(i) PAUL uses Old Testament Scripture as basis for good pay for Pastor
This implies hard working in the local field, like an animal.
DEU 25:4 NIV Do not muzzle an ox while it is treading out the grain.
1CO 9:9 NIV For it is written in the Law of Moses: "Do not muzzle an ox while it is treading out the grain." Is it about oxen that God is concerned?10 Surely he says this for us, doesn't he? Yes, this was written for us, because when the plowman plows and he thresher threshes, they ought to do so in the hope of sharing in the harvest.11 If we have sown spiritual seed among you, is it too much if we reap a material harvest from you?12 If others have this right of support from you, shouldn't we have it all the more? But we did not use this right. On the contrary, we put up with anything rather than hinder the gospel of Christ.13 Don't you know that those who work in the temple get their food from the temple, and those who serve at the altar share in what is offered on the altar? 14 In the same way, the Lord has commanded that those who preach the gospel should receive their living from the gospel.
(ii) Paul gave New Testament authority from Christ also.
PAUL worked with his hands to avoid being a charge, but stresses the Church's responsibility, and even refers here to Luke 10:7, showing that Paul may already have read the story as written by his travelling companion and doctor, and was putting into practice what JESUS COMMANDED for His Apostles.
LUK 10:7 NIV Stay in that house, eating and drinking whatever they give you, for the worker deserves his wages. Do not move around from house to house.
(b) TREATMENT OF AN ELDER
1TI 5:19 NIV Do not entertain an accusation against an elder unless it is brought by two or three witnesses.
1 Timothy 5:19-20
ALTERNATIVE TRANSLATION.
19 Do not accept an accusation against a church leader for judging unless two or more people say that they have seen him doing wrong. 20 You must reprimand (or, rebuke) in front of all the believers those people who commit sins, so that the rest of the believers may be afraid.

(i) This is a PRINCIPLE of SCRIPTURE
Christ referred to it
JOH 8:17 NIV In your own Law it is written that the testimony of two men is valid.
Paul used it to the Corinthians:
2CO 13:1 NIV This will be my third visit to you. "Every matter must be established by the testimony of two or three witnesses."
(ii) PUBLIC REBUKE
Those persisting in sin, including Elders, should be rebuked before the whole ASSEMBLY, but only after private warnings, so that other members will be scared to act the same way by the public rebuke..
MAT 18:15 NIV "If your brother sins against you, go and show him his fault, just between the two of you. If he listens to you, you have won your brother over.16 But if he will not listen, take one or two others along, so that 'every matter may be established by the testimony of two or three witnesses.' 17 If he refuses to listen them, to tell it to the church; and if he refuses to listen even to the church, treat him as you would a pagan or a tax collector.
(iii) PERSONAL FAVOURITISM is not allowed
1TI 5:21 NIV I charge you, in the sight of God and Christ Jesus and the elect angels, to keep these instructions without partiality, and to do nothing out of favouritism.
Paul reminds Timothy of his responsibility to GOD AS judge of all, to CHRIST (whose eyes see the whole Church as in Revelations
Revelation 2:18-19'These things says the Son of God, who has eyes like a flame of fire, and His feet like fine brass: 19 "I know your works, love, service, faith, and your patience; and as for your works, the last are more than the firstNKJV
and to the onlooking angels, who were loyal when Satan fell.
(iv) PUTTING ON HANDS TO ORDAIN ELDERS, SHOULD NOT BE DONE HASTILY
1TI 5:22 NIV Do not be hasty in the laying on of hands, and do not share in the sins of others. Keep yourself pure.
The later discovery of secret sin, would cast doubts on the judgement of the one ordaining such an Elder, and so there is a need to wait on the revelation of the Holy Spirit, since not all sins are obvious, and the humble, retiring man, who stands nevertheless in the deep counsels of God, will only come to the fore after time has gone by.
1TI 5:24 NIV The sins of some men are obvious, reaching the place of judgement ahead of them; the sins of others trail behind them.25 In the same way, good deeds are obvious, and even those that are not cannot be hidden.
MAT 5:14 NIV "You are the light of the world. A city on a hill cannot be hidden.15 Neither do people light a lamp and put it under a bowl. Instead they put it on its stand, and it gives light to everyone in the house.16 In the same way, let your light shine before men, that they may see your good deeds and praise your Father in heaven.
(v) PERSONAL NOTE TO TIMOTHY
1TI 5:23 NIV Stop drinking only water, and use a little wine because of your stomach and your frequent illnesses.
An Elder needs to watch his health, as well as his example, and Timothy seems to have been drinking water only (as an example to the alcohol loving Cretans ?
1 Timothy 3:3 not given to wine, not violent, not greedy for money, but gentle, not quarrelsome, not covetous; NKJV
1 Timothy 3:8. Likewise deacons must be reverent, not double-tongued, not given to much wine, not greedy for money, NKJV
and his body has become weakened by this strong asceticism.
THIS IS NOT PERMISSION FOR THE WHOLESALE USE OF INTOXICATING LIQUORS, but suggests partaking of a small amount of wine as a common‑sense remedy for constitutional weakness.
We need to be wary of using this verse out of context for large‑scale drinking or application of medicines and drugs.
At the same time, a balanced attitude is here suggested by a spiritually gifted Leader against fanatical attitudes against medical remedies.
Medical means should only be given up where there is a genuine Word from the Lord to do so.
What is the relationship of the term “Elder” to “Pastor”?
Ephesians 4:11 And His gifts were [varied; He Himself appointed and gave men to us] some to be apostles (special messengers), some prophets (inspired preachers and expounders), some evangelists (preachers of the Gospel, traveling missionaries), some pastors (shepherds of His flock) and teachers.

Acts 20:28 Therefore take heed to yourselves and to all the flock, among which the Holy Spirit has made you overseers, to shepherd the church of God which He purchased with His own blood. NKJV
Some did travel, like Paul and Barnabas at Antioch
Acts 11:29 Then the disciples, each according to his ability, determined to send relief to the brethren dwelling in Judea. 30 This they also did, and sent it to the elders by the hands of Barnabas and Saul.
Acts 13:1
Now in the church that was at Antioch there were certain prophets and teachers: Barnabas, Simeon who was called Niger, Lucius of Cyrene, Manaen who had been brought up with Herod the tetrarch, and Saul. 2 As they ministered to the Lord and fasted, the Holy Spirit said,"Now separate to Me Barnabas and Saul for the work to which I have called them." NKJV
DEFINITION:
ELDER = an older Christian
PASTOR – overseer or Shepherd to guide an dfeed the flock
THESE ARE FUNCTIONS and not merely TITLES combined sometimesin same man. Cf PETER.
1 Peter 5:1-2 The elders who are among you I exhort, I who am a fellow elder and a witness of the sufferings of Christ, and also a partaker of the glory that will be revealed: 2 Shepherd the flock of God which is among you, serving as overseers, not by compulsion but willingly, not for dishonest gain but eagerly; NKJV
Title of PASTOR is given to Christ as shepherd
Matthew 26:31
Then Jesus said to them, "All of you will be made to stumble because of Me this night, for it is written:
'I will strike the Shepherd,
And the sheep of the flock will be scattered.'
John 10:11 "I am the good shepherd. The good shepherd gives His life for the sheep. NKJV
(Christ appears in this capacity as SHEPHERD in
Hebrews 13:20 Now may the God of peace who brought up our Lord Jesus from the dead, that great Shepherd of the sheep, through the blood of the everlasting covenant, NKJV
1 Peter 2:25 For you were like sheep going astray, but have now returned to the Shepherd and Overseer of your souls.
JESUS PROVIDES MODEL BEHAVIOUR IN BEING ACTIVATED BY LOVE AND NOT MERE MONEY.
THE EPHESIANS 4 LIST IS THAT OF FUNCTIONS of the Oversight team and not merely OFFICES. Each one has the motive of LOVE to sacrifice for the flock and not just LORD IT OVER THEM
